I set a clear limit on the time. Decide when that TV time is most helpful to you, and tell them that. For me, it was often 3 pm. That was when they were melting down before dinner, and I needed them to chill out while I got dinner ready. For you, it might be whenever “quiet time” is – 11, noon? Just make it part of the normal schedule, and if they ask, “When” more than X times in one day, they lose it that day. Just be clear and consistent there. Good luck!
